Devin Boyce brings over two decades of expertise in capital planning, construction cost estimating, scheduling, and budgeting for diverse sectors including utilities, federal, aviation, education, and private clients. His experience spans assessments of hundreds of buildings, site/civil construction, and utilities, as well as quality control for administrative facilities, medical clinics, transportation infrastructure, and water/wastewater systems. Devin is adept at translating technical reports into actionable strategies, negotiating scope and fees, and delivering reliable budget estimates and earned value schedules that align project priorities with execution plans. He holds a Bachelor of Science in Metallurgical and Materials Engineering, is a certified commercial property inspector (CCPIA-003611), and serves on ASTM E50.02’s subcommittee, reinforcing his commitment to industry standards and best practices.
